Messaging Paused Due to a Payment Error on Meta

This article explains how to find and fix a payment error in Meta Business Manager.


If your WhatsApp messages have suddenly stopped sending, the most common cause is a payment error on your Meta Business Account. Meta requires an active, working payment method to cover conversation-based charges — when that payment fails, messaging is automatically paused until it's resolved. 

Why this happens

Meta bills your Meta Business Account periodically (or once a billing threshold is reached) for WhatsApp conversation fees. Messaging gets paused when:

  • Your card was declined (expired, insufficient funds, bank block)
  • Your payment method was removed or expired
  • There's an outstanding unpaid invoice
  • Meta flagged the account for a billing or compliance review

Meta usually shows a banner in WhatsApp Manager or Business Settings when this happens, but it's easy to miss if you're not the one who manages billing.

Step 1: Go to Business Settings

  1. Go to business.facebook.com and log in with an account that has Finance Editor or Admin access.
  2. Click the Settings icon (gear) in the bottom-left corner to open Business Settings.

Step 2: Check your payment status

  1. In the left-hand menu, scroll to the Payments section.
  2. Click Billing (or Payment Methods, depending on your account layout).
  3. Look for a status indicator — this is where a payment error will usually show clearly, often as a red or orange warning next to your account balance.

If you don't see a Payments section at all, you likely don't have billing permissions on this Business Account — ask an Admin to check for you, or to grant you the Finance Editor role under Business Settings → Users → People.

Step 3: Identify the specific issue

On the Billing page, check for:

  • A declined payment method — usually shown next to the card details with a warning icon
  • An outstanding balance — listed under recent invoices or transaction history
  • An expired card — check the expiry date shown against today's date

Click into the flagged item for more detail; Meta often gives a short reason (e.g. "card declined," "authorization failed").

Step 4: Fix the payment method

If the card was declined or expired:

  1. Go to Payment Methods.
  2. Click Add Payment Method and enter a new card.
  3. Set the new card as Primary using the three-dot menu (⋮) next to it.
  4. Remove the old, failing card if it's no longer valid.

If there's an outstanding balance:

  1. Go to Billing.
  2. Locate the unpaid invoice.
  3. Confirm your primary payment method is valid, then retry the charge if there's a Retry Payment or Pay Now option. Otherwise, Meta will usually retry automatically once a valid card is on file.

Step 5: Confirm messaging resumes

Payment fixes are usually reflected within a few minutes, but can occasionally take a few hours to clear.

  1. Return to Billing and confirm the status shows Active with no outstanding warnings.
  2. Send a test message through WhatsApp Manager to confirm messaging has resumed.

Common issues

I fixed the payment method but messaging is still paused. Allow up to a few hours for Meta to re-process. If it's still paused after that, check Billing again for a new or unresolved invoice, and contact Meta Business Support via WhatsApp Manager if everything looks correct on your end.

My card keeps getting declined even though it's valid. Confirm with your bank that international transactions are allowed — Meta bills from Ireland for EU accounts. 3D Secure requirements can also block automatic recurring charges; some banks require you to manually approve the first transaction.

I don't have access to Billing at all. Billing is restricted to the Finance Editor and Admin roles. Ask your Business Account Admin to either resolve it directly or grant you access under Business Settings → Users → People.
